Search & Register

How do I find an offender?

Using the search function found within the left-hand navigation, enter the name or ID number of the offender you wish to locate. If needed, you may narrow your search results by selecting an agency.

How do I find notifications or registrations?

You have the ability to view in-progress and historical notifications, as well as both active and inactive registrations on an offender page or registrant profile (anonymous or named).

Additionally, you may locate notifications and registrations by searching the delivery address (i.e. phone number or email address), associated with an existing registration or notification. All profiles associated with that phone number or email address will be listed. From there, you will be able to review all associated active and inactive registrations, as well any in-progress and historical notifications.

You may also locate notifications and registrations by searching an offender’s name or ID. Select the appropriate offender from your search results, and from there you will be able to access all active and inactive registrations, as well any in-progress and historical notifications associated with that offender.

How do I stop an in-progress notification?

You can access any in-progress notifications on an offender page or registrant profile (anonymous or named). Search for the particular offender or registrant profile that is associated with the notification you wish to stop. Once you reach the appropriate offender page or registrant profile, you will see a card under the In-Progress Notifications section. Click Stop  and follow the subsequent prompts.

How do I change a PIN?

Use the search tool and enter the phone number or email address that is associated with the registrant profile (named or anonymous) for which you would like to change the PIN. In the Profile Details, click Update and locate the PIN field, update any necessary information, and save.

You are also given the opportunity to change a PIN after you stop a notification.

How do I delete a registration?

Find the appropriate offender or registrant page (anonymous or named) using the search tool. Locate the registration you wish to delete (found under Active Registration), select Delete, and follow the subsequent prompts.

How do I add a new registration from an offender page?

Go to the Active Registrations section of an offender page and select the + New Registration card. You will then be prompted to enter the delivery address (phone or email) to be associated with the new registration. This allows us to check the system for existing registrant profiles (anonymous and named) and helps decrease cases of duplicate registrations. If there is already a profile associated with that delivery address, you can choose to move forward using the existing profile, or you may select + Create New Profile.

If you choose to use the existing profile, the registration page will display any phone numbers or email addresses associated with that profile.

How do I add a new registration from a registrant profile (anonymous or named)?

From the Registrant Profile, select the + New Registration card. You will then be prompted to enter an offender name or ID. Select the offender you wish to register someone for and you will then be prompted to select their desired notification method(s).

How do I update registrant profile details?

Using the search tool, locate a registrant profile (anonymous or named) for a person and click Update in the Profile Details section.

Where can I find inactive registrations?

Inactive registrations are located at the bottom of offender pages and registrant profiles (anonymous or named).

Where can I find notification history?

Notification history is located at the bottom of offender pages and registrant profiles (anonymous or named).

How can I convert an anonymous profile into a named one or vice versa?

To convert an anonymous profile to a named profile, locate the profile you wish to convert. Under Profile Details, select Update, and complete the name fields.

To convert a named profile to an anonymous profile, repeat the steps above, delete the name in the profile details and save.

Manage Users

How do I add a new user?

To give a user access to VINEWatch, select Manage Users from the left-hand navigation panel. Select + New User and complete the form you are presented with.

How do I reset a password?

Go to the Active Users page within the Manage Users section and select a user whose password you would like to reset. On the screen that follows , select Reset Password. You will be sent directions to reset the password to the email address associated with that account.

How do I edit an account?

On the Active Users page within the Manage Users sections, select a user account. Select Edit on the screen that follows and make any necessary changes.

What are archived users?

Archived users are users who have disabled accounts and no longer have access VINEWatch. If you would like to disable an account, select that account in the Active Users list and then select Disable Account on the screen that follows.

What are the different roles in Manage Users?

A user can have multiple roles across different agencies. When setting up an account for a VINEWatch user, you are able to assign the user different roles for different agencies. This will determine the user’s access and permissions. For example, User 1 could be a site administrator for Agency A and a basic user for Agency B. We are happy to coordinate with you to create custom roles for your site, where needed.

Application Roles

SITE ADMIN: Permission to all features and functionality within VINEWatch for all agencies and facilities in their program. These features include: Offender Detail Access, Offender Status Override (EOL), Stop Notification (Stop Call), View and Edit Victim Profiles, and View Statistics for all agencies and facilities.

USER (can be assigned One or Multiple Roles)

AGENCY ADMIN: Permission to all features and functionality within VINEWatch for one, multiple, or all specified agencies and facilities in their program. These features include: Offender Detail Access, Offender Status Override (EOL), Stop Notification (Stop Call), View and Edit Victim Profiles, and View Statistics for all specified agencies and facilities.

EOL USER: Permission to search and view offender records, and update offender status.  Can be granted for one, multiple, or all agencies.

OFFENDER ACCESS: Permission to search and view offender records.  See notifications related to an offender record. Ability to break link between offender records (created by Registration Link).

STOP CALL: Permission to search and view offender records.  See notifications related to an offender record. Search and view registrations and notifications for an account (including anonymous registrations). Ability to stop in progress notifications and delete active registrations.

VICTIM UPDATE: Permission to search, view, add and update/delete registrations and account information (including anonymous registrations).  Ability to view notification history associated with a registration. Automatically includes “VICTIM VIEW” Permissions,

VICTIM VIEW: Permission to search and view registrations for accounts (including anonymous registrations).  Ability to view notification history associated with a registration.

How do I make changes to a VINEWatch user’s existing role?

If you would like to change an existing user’s role, you will need to delete that role and create a new one. You can do this by going to Manage Users, selecting a user and clicking Edit. Select the role you wish to update and delete it. You must then select the option to add another role.

EOL – Emergency Override Line Procedures

What is the EOL process in case of an outage?

If your site is experiencing an outage, you will receive a telephone call, email, and fax notification containing a set of instructions, as well as a list of offenders that have registrations for automated notifications.

During an outage, automated notifications are unable to be delivered to registrants until the issue is resolved. In order to ensure that registrants receive notifications during an outage, we initiate the Emergency Override Line Procedures. You must follow all directions that you received upon notification of the outage. You must provide updates through your Jail Management System if an offender’s custody status changes (escape, release, transfer, etc.) during the outage. We will notify you upon resolution of the outage.

How do I stop in progress notifications from being sent to registrants?

Using the search tool, locate the offender page associated with the notification you wish to stop.  Within the In-Progress Notifications section, select Stop on the notification card and follow the subsequent prompts.

How do I change an offender’s custody status?

On the offender’s page, scroll to the Record Details section and select Override. In the pop-up box, select Override Custody Information. Select the appropriate custody status and details from the dropdown menu. Please note that changing a custody status will automatically send a notification. If you DO NOT wish to send a notification, you will first need to check Override Block Flags, then check Block Notification, and then click SAVE. Allow at least 5 minutes after changing the custody status before unchecking Block Notification. Be sure to click SAVE again.

How do I block searches, registrations, or notifications for an offender?

Using the search tool, locate the appropriate offender page. Scroll to Record Details, click Override, and then select Override Block Flags. Check the boxes for Block Search, Block Registration, or Block Notification and then Save.

Delivery Status & Attempt Terminology

Delivery Status Terms

Approved: Notification delivery has been approved

Black_List: The delivery destination has been placed on black list

Blocked_Import: Import was run in quiet mode; all notification suppressed.

Blocked _Subject: Subject notifications have been blocked; all notifications suppressed.

Cancelled: Notification delivery cancelled by user

Confirmed: Successfully delivered notification with confirmation.

Delivered: Successfully delivered notification to registered delivery address.

Failure: Notification delivery failed without success before pattern was exhausted.

Hold_Agency: Agency disabled; notification put on hold.

Hold_Site: Site disabled; notification put on hold.

Pending: Notification delivery is pending.

Pending_Approval: Notification delivery is pending approval.

Processing: Notification delivery sent to notification provider.

Published: Notification published for view in application by account owner.

Sent: Notification was sent by provider to delivery receipt address specified.

Stopped: Notification delivery attempts were stopped before confirmation or call pattern completion.

Suppressed: Additional delivery attempts are being suppressed by call pattern description.

Unconfirmed: Delivery attempts were completed without confirmation receipt.

Undeliverable: Pattern exhausted without successful notification delivery.

Hold_User: Administrative user put notification on hold.


Delivery Attempt Terms

Bad_Number: Phone number has been disconnected or is not in service.

Blacklist: Delivery address included on black list.

Bounceback: Email bounce back was reported by provider.

Busy: Busy signal received.

Data_Error: Data object passed to provider is not valid.

Started: Processor has started delivery attempt.

Hangup: Call was ended before message was completed.

Hangup_Late: Call was ended late in message.

No_Answer: Call attempt was made but never answered.

Accepted: Provider accepted delivery request.

Failed: Provider reported failure processing attempt.

Success: Attempt was successfully completed.

Suppressed: Delivery attempt was suppressed because event occurred during blackout window.

Voicemail: Left information on answering machine or voicemail.

Manage Site & Manage Agency

The Manage Site section allows you to view the operational status for your entire site. Manage Agencies allows you to view the operational status for a specific agency as well as agency contact information. If you wish to make any changes or need additional information about your site or agency, contact the Appriss Customer First Center at VINESupport@appriss.com or 844-9VWATCH (844-989-2824).

Manage Reports

The Manage Reports feature will direct you to our reporting platform.  The initial screen you see is the Dashboard.  From here you can access existing reports under Reports.  You can also create your own reports using the VINE data available to you under the Ad Hoc Views section.

You can find additional help with these features by selecting Help in the upper right corner.

VINELink

When you select VINELink you will be redirected to VINELink.com.  You can use your VINEWatch email address and password to log into VINELink.  You do not need to create another username and password for VINELink.

VINELink allows you access to the Watch, Contacts and Newsfeed features.

VINEWatch Overview

What is VINEWatch?

VINEWatch is a web-based administrative portal for VINE® (Victim Information and Notification Everyday), that gives criminal justice personnel and victim advocates the ability to register victims for notification of changes in offender custody status and court events. Emergency override of offender status by VINEWatch administrative users is also provided. VINEWatch serves as an enhancement to your current notification process.

This secure, password-protected site enables your agency’s users to run reports, track usage of the VINE service, and produce notification letters.

Who can use VINEWatch?
  • Criminal justice agencies have rights to all VINEWatch features for which they contracted.
  • VINE Program Managers, victim advocates, and other criminal justice professionals, as assigned by the site/agency administrator, can receive notifications of offender custody status and court event changes.
How does VINEWatch work?
  • VINEWatch communicates with the Appriss Data Network™ that receives real-time data transmissions from both jail and prison booking systems.
  • Crime victims and the general public can access the information 24/7/365 by calling a local toll-free number, or by logging onto www.VINELink.com.
  • Victims can access information regarding offender custody status and facility locations.
  • Registered users are notified immediately of a change in an offender’s status such as release, transfer, or escape.
  • When a notification is triggered, VINE automatically calls the telephone number(s) that the registered victim has provided.
  • Calls continue for a designated period of time, or until the registered recipient enters their four-digit PIN.
What does VINEWatch provide your Agency?
  • Allows your agency to register victims to receive notifications and update currently registered victims.
  • Provides a means for your agency to run reports on victim registrations and notifications.
  • Allows you to search and view pertinent information on an offender or court case.
